Greeting, This issue is known all over the internet, but does not appear on the MC bug reporter. The repeatability is easy, simply load up the latest public version of minecraft java 1.21.1 on MacOS and hold the shift key (defualt sprint) while attempting to swap your hotbar tool and the mouse scroll wheel goes inverted for the duration of the pressed shift key.
