Riding on Very High Speed Minecart relative to short Render Distances causes soft-lock

Riding on the mine cart with a speed so high and the render distance that's low could run into a potential soft-lock for survival and adventure modes without cheats enabled.

Steps to reproduce:

  1. In the settings, set a render distance of 2.

  2. Set the minecart max speed to 190

  3. Create a powered rail network that runs across multiple chunks but will allow continuous acceleration, ending both ends with a block but still maintaining power does not work as it decelerates it to 0.

  4. Wait

  5. To stop the soft-lock, if you are in creative mode, switch to Spectator mode (this fails sometimes if the render distance is 12 and the minecart speed is 512), or logging out of the game and back in.

  6. Repeat procedures but with higher render distances and higher minecart speeds.

Observed result:

The you and the mine cart freezes in place, screen jitters, and your inputs no longer work.

Expected result:

You do not experience the soft-lock and either you travel as intended or prevent you from moving further out if the chunks have not loaded in yet.
