Players in Adventure mode are able to destroy minecarts. This is a slight problem for maps requiring a system of tracks going to and from different portions of the map. The player can just break the cart and move it to another track, whereas the map maker might not want them to continue until they locate a pre-placed minecart past an obstacle for instance.

I've closed this issue here and updated in MC-579 the title.
Related to MC-579. This happens because Minecarts are entities, not blocks, and thus still breakable by definition.
