Unable to strip logs with an axe while holding a shield in offhand

What I expected to happen was...:
I would be able to strip a log while holding a shield in the offhand

What actually happened was...:
The shield blocks instead of my axe prioritizing the log I am looking at

Steps to Reproduce:
1. equip any axe in main hand
2. equip a shield in offhand
3. look at a log, and right-click

4. instead of stripping the log, the shield will block
