/rotate command is not restricted to permission level 2

Players that are not opped are still able to run the /rotate command. Even though selectors are not available in OP level 0, this still seems unintentional.

How to reproduce:

1. Create a new survival world without enabling cheats

2. Try to run the /rotate command

   /rotate <playername> ~40 ~

3. ❌ You are rotated

4. Walk up to a mob to autocomplete its UUID to try to rotate it

   /rotate <uuid> facing entity <playername>

5. ❌ The mob is rotated to face towards you

6. This even works on other players
