Axes don't destroy bamboo shoots faster than other tools

Bamboo stalks can be mined faster than bare hands by using an axe. This, however, doesn't apply to bamboo shoots, since they are not listed in the mineable/axe block tag.

How to reproduce:

1. Place two bamboo stalks and two bamboo shoots.

2. Destroy one bamboo stalk with your bare hand and one with an axe.
   → ✔ The axe destroys the stalk faster than the player's bare hand.

3. Destroy one bamboo shoot with your bare hand and one with an axe.
   → ❌ The axe makes no difference in the time it takes to destroy the bamboo shoot.

Expected result:

Using an axe to destroy a bamboo shoot would be faster than using any other item or a bare hand, like how normal bamboo behaves.

Observed result:

Using an axe to destroy a bamboo shoot takes the same time to destroy as using any other item or a bare hand.
