Cant mine any blocks with my hand except grass, vines, flowers and leaves.

You go into creative then go back into survival and you cant mine any regular block with your fist

What I expected to happen was...:
I thought i would've still be able to mine any block with my hand

What actually happened was...:
I couldnt mine any blocks without the appropriate tool. In other words, my fist wouldn't break anything.

Steps to Reproduce:
1. Start a world with cheats on, any gamemode, any difficulty, structures on or off, and bonus chest on or off.
2. Once in the game, go into creative mode.

4. Go back into survival and you cannot break any block with your fist except grass, leaves, flowers or mushrooms.
