When bone meal is applied to pink petals, the number of petals in the block no longer increases by 1

Steps to Reproduce:

1. Place 1, 2, 3, 4 pink petal(s) on top of 4 different blocks.

2. Apply bone meal to all of them.

3. Repeat step 1 and 2 in Java Edition 1.21.4 or lower.

Observed Results: In 25w02a, it drops a copy of itself regardless of the number

Expected Results: In Java Edition 1.21.4 or lower, it drops a copy of itself only when the petal number is four. Otherwise, the number of petals in the block increases by 1.

Additional Guess: This change is not recorded in the update log, so I think it is not an intended change.
