Dying mobs with the wind charged effect can change the activation states of redstone components and extinguish lit candles, even when mobGriefing is false

Similar to MC-270099 and MC-279443. When a mob with the wind charged effect dies, its explosion can change the activation state of redstone components and extinguish candles.

How to reproduce

  1. Place some lit candles

  2. /gamerule mobGriefing false
  3. Summon any mob nearby

  4. Throw a wind charging potion at the mob

  5. Kill it

Expected result

Mobs with the wind charged effect wouldn't be able to change those blocks when they die if mobGriefing is set to false.

Observed result

Mobs with the wind charged effect can modify those blocks upon death, regardless of whether mobGriefing is disabled.
