[MC-2796] Enchanted pickaxe works better than shovel

When you dig dirt with a Diamond Pickaxe Efficiency V, you'll be able to dig more faster than a normal Diamond Shovel.

This is so stupid. You can have a Diamond Pickaxe with Efficiency V and Unbreaking III to totally forget shovels.

Yes, but the pickaxe will take 2 points of damage for every inappropriate block and the pickaxe will never drop flint.

Nevertheless, a shovel with Eff V will be even faster as a pick with Eff V and has the double duration.

I close this for now, since this is neither a bug nor a balancing issue, just a simple division of the digging times by the efficiency.

What's unfair ? To use up your very expensive Eff V pick at the double time ? Fair enough.
