Cannot enchant fishing rod in enchanting table (except Unbreaking)

Start new world in survival
Give player levels, enchanting table, lapis lazuli and fishing rods
Attempt to enchant fishing rods in enchanting table
Result: Can enchant with Unbreaking, but cannot even click on non-Unbreaking choices (neither do they have tooltips telling if it would've been Lure or LotS)

Hello, MrMuskle.
MC-36937 says it cost XP and lapis when used (clicked on). My issue is not the same as it does not cost XP or any lapis. It just doesn't work trying to click on any choices that has no tooltip. This cannot be the same issue as it is two different behaviors. And I am surprised to hear it has been since 1.21.4 (my current world is 1.20.1 due to not having updated my datapacks).
This ticket duplicates MC-36937. The behavior of enchanting fishing rods has remained the same as in 1.21.4.
