When I try to tame an ocelot with a raw fish it will take the fish and produce the heart particles, however it will not change skins or behavior. This happens on both Survival and Creative.

The ocelot is supposed to emit smoke, not hearts, if the taming was not successful. Hearts are only supposed to show when they change skin because they become tame. This is still happening in 14w21b.

Ocelots need space.Let them come to you. No enclosed areas or movement while they look at you. Sneak to reach an area within 6 blocks of it. (Don't let it see you moving)
Let it notice the fish and then feed it. Hearts and no taming means the ocelot may breed.
