Zombie villagers no longer summon as a chicken jockey

I've stayed in the mob farm for about 200 days in Minecraft, killing 108 chicken jockeys, yet not a single one turned out to be a zombie villager jockey - a probability far below normal rates. （1e-3 chance happening)

I am unable to reproduce the reported behavior. In both the latest release, 1.21.4, and the latest snapshot, 25w10a, I was able to observe a zombie villager jockey spawn naturally.

but how could you observe it spawn without building mob farms? the probability is far lower than breeding a blue axolotl
