Server Texture Packs in 1.6

Before 1.6 in the server.properties file there was an area where you could add the link to a texture pack. That is still there, but when you link a resource pack, with only textures, you are not prompted to download it when you log onto the server. On the Minecraft Wiki it says that the file must me under 9MB in size, which is the size of the resource pack I would like to include in my server, it is also a 16-bit resource pack that does not have anything that needs an external mod (e.g. Optifine, MCPatcher) to run. I will attach the pack I was trying to use.
