[MC-29279] Bug: the command block can be damaged by the explosion of Blue Wither Skulls

Since the Minecraft v1.6.1, the command blocks are no longer mineable in survival, and are also not damaged by explosions, similar to bedrock. However, command blocks can still be damaged by the explosions of Blue Wither Skulls (is this a bug?).

Weird feature of the blue Wither skull, I believe.
The blue skull, while having the same explosion strength as the black Skull, treats all blocks (except bedrock and End Portal frame) as having a blast resistance of no more than 4.
So, I think that the command block just wasn't added to the list of exceptions.

Intended, they will also blow up bedrock if enclosed. Those blue skulls don't care.
