Bucket of Water Doesn't work in Nether on Creative

When I try to place a water in the Nether on Creative mode, it doesn't work. This is normal for Survival but should not happen in Creative Mode.

To replicate, get a bucket of water, enter the Nether and attempt to place water in Creative mode.
