[MC-29284] You can place water in the nether

i was messing around with the nether and i noticed you can place water in the nether. I know for a fact that in previous versions, i was not able to place water in the nether.

Please force a crash by pressing F3 + C for 10 seconds while ingame and attach the crash report ([minecraft|http://hopper.minecraft.net/help/finding-minecraft-data-folder]/crash-reports/crash-<DATE>-client.txt) here.

Can only reproduce by giving myself block ID 8, but that requires cheaty mode.
