When Pillager and players or villagers sit on the boat, the arrows shot will deflect in the water!

I am able to reproduce the reported behavior in a vanilla environment; however, this occurs regardless of whether the player is in a boat with a villager. Ultimately, this ticket duplicates MC-280224.
