Structure blocks create bugged sculk sensors

If you save a structure with a structure block and that structure contains a sculk sensor that is on cooldown, when you load the structure it will load a bugged sculk sensor that is permanently cooling down and never becomes active. Giving it a block update does not cause it to start working again.
