[MC-295876] Can't plant seed on some farmland

Some farmlands can't be planted with any seeds, I don't know what kind of farmlands that can't be planted, but some farmlands can't be planted.

Environment

Windows 11
1.21.5 (Lunar client)
No other apps are running but edge, lunar client launcher and Minecraft itself
