Text background lacks opacity over hotbar icons

When you have the “Text Background' option enabled at any opacity below 99%, it will cause hotbar icons to not actually render behind it. This issue is not normally observable because the text is moved upwards away from any icons in normal gameplay, however when wearing armor or riding a mob the text can occlude the icons.

Steps to Reproduce:

1. Summon an entity which can be ridden/saddled (pig, horse, happy ghast)

2. Saddle it

3. Ride it

4. Enable the ‘Text Background Opacity’ accessibility option

5. Select an item in your hotbar
