[MC-296614] Happy Ghast Spins When Leashed to Fence Post

When attached to a fence post via a lead, an adult Happy Ghast will start to spin, not stopping until unleashed.

How to replicate: Attach adult Happy Ghast to fence post with a lead

Expected behavior: Adult Happy Ghast floats idly when attached to fence similar to Ghastling

Actual behavior: Happy Ghast spins until lead is removed
