In the latest Minecraft Java Snapshot, all the tipped arrows in the creative inventory look like the arrow of splashing. If you go into the creative menu, you would expect it to be seprate colors, but no. I don’t know if this is intentional, but here’s a video: (Sorry it’s kinda laggy)

That ticket has already been resolved as Fixed. Please check the Fix Version/s field of that ticket to see in which version this behavior was or will be fixed.
