[MC-296717] Ghastling flies too slowly

The Bug:

Ghastling’s flight speed is too slow.

Steps to Reproduce:

Summon Ghastling in Java and Bedrock Edition.

Run the following command:

/tp @e[type=minecraft:happy_ghast] ~ ~1 ~10

Hold the snowballs in your hand so that Ghastling is tempted by you.
Observe the flying speed of Ghastling.

Observed Behavior:

Ghastling flies too slowly in Java compared to Bedrock.

Expected Behavior:

Ghastling flies at the same speed in both editions.
