In Minecraft 1.21.4 (vanilla, no mods), mobs are spawning on top of blocks that are covered in string. String is meant to prevent mob spawns by occupying the block space above, but in this case, mobs are still able to spawn on blocks that have string placed on them. This is happening to all my worlds i have no mods installed and am confused on why.

That ticket has already been resolved as Works As Intended, which means this is not considered a bug and will not be fixed. Please do not leave a comment on the linked ticket.
Additionally, your game is both modified and outdated. Please only report issues that you have verified to be present in a vanilla environment on the latest version, and make use of the search feature to see whether an issue has already been reported.
