In my hardcore world none of my villagers are getting infected they just after getting attacked by zombies

If you are on hardcore then the issue should not occur. Unable to reproduce. Are you using mods or a resource pack?

what difficulty is your world on? its possible that your world isn’t on hard difficulty, which would give a 100% infection rate. Normal mode has a lower chance, and Easy has a 0% chance.
