Bug Description: After updating to snapshot 25w16a, the panorama background overlay renders in front of the GUI instead of behind it, which is inconsistent with its intended behavior and obstructs the interface. This issue can be reproduced using any resource pack that contains the "panorama_overlay.png" file. For testing purposes, the resource pack "VanillaTweaks_r393852_MC1.21.x.zip" is provided as an example.
Steps to Reproduce:
Apply a resource pack that includes the "panorama_overlay.png" file (e.g., "VanillaTweaks_r393852_MC1.21.x.zip").
Launch the game in snapshot 25w16a.
Open any interface where the panorama background is displayed (e.g., the main menu or specific settings screens).
Observe the rendering order of the panorama overlay.
Notice that the overlay now appears in front of the GUI elements, blocking them from view.
Expected Behavior: The panorama background overlay should render behind the GUI, as it did in versions prior to 25w16a.
Actual Behavior: The panorama overlay renders in front of the GUI, obstructing the interface.

This issue impacts usability and visibility by obstructing key GUI elements.
The resource pack "VanillaTweaks_r393852_MC1.21.x.zip" is provided as an example for testing, but any pack containing the "panorama_overlay.png" file can be used to reproduce the bug.
