EDIT: IM SO DUMB I HAD MENDING BOOTS PLEASE DISREGARD
While playing survival on snapshot 25w16a I was using my cow farm with a looting III sword when I noticed they were not giving me any xp. They were dropping orbs but they were not effecting my level even though I was only level 9
