How i see: Giving Happy Ghast a speed potion doesn't boost it's flying speed.
How to reproduce
Get or grow Happy Ghast.
Give Happy Ghast speed potion.
If you dont like 2nd step, try this command:
/effect give [id of Happy Ghast] speed infinite [amplifier, recomend 5], prees Enter and…Volia! You see that Happy Ghast have speed effect, but it doesn’t boosted

I don’t believe the speed effect works on ghasts due to them being a flight mob.

@Rite Lefort it depends on mob, speed effect doesn’t work for parrot and vex, but for blaze and phantom (i think) works normally
