[MC-297251] Sniffer cannot dig on mud despite mud block containing "sniffer diggable" tag

Despite them being supposed to dig in mud, sniffers will not dig up seeds if standing on mud blocks.

Fence off an area of mud blocks and spawn 1 or more sniffers. See after a while (10-20 minutes) that they do not dig up any seeds.
