Cat breeds are not seed based anymore

Cat breeds used to be based on the world seed in 1.21.4 and earlier versions, i.e. if you create multiple worlds with the same seed and go to the same village, you will always see the same cat breeds on all the worlds, but it is not the case anymore.

Steps to reproduce:
- Open Minecraft 1.21.4;
- Create a world with the seed -4788054439990235065;
- Do /tick freeze to prevent cats from moving from their spawn positions;
- Teleport to a village /tp @p 64 ~ -992 and look at the cat breeds;
- Repeat these steps and notice how cats always have the same breeds in that village;
- Now repeat these steps in 25w17a and notice how the cat breeds are not consistent between worlds with the same seed.
