The chat function is disabled / typing blocked because of restrictions in the MS Account settings. These settings are all enabled to “All” not just “Friends”. MS support can’t help.

If you cannot play or do anything online, and the game is telling you that you have to change your account settings, please visit the following website: https://account.xbox.com/en-us/Settings?activetab=main:privacytab
On this page, make sure everything in the "Privacy" as well as the "Xbox One/Windows 10 Online Safety" tab is not set to "Block" for the account that experiences the issues (there may be multiple accounts at the top).
If you are not permitted to change the settings, please ask the person who is set as the parent of the account for assistance.

For the changes to take effect, you will need to log out of your account, then log back in. The changes can also take 24 hours to apply.
