crafting recipe for paper is missing even as you are owning (enough) sugarcane but it shows up once you crafted it successfully.
Crafting recipe for empty map already shows up without owning paper but when owning compass.

Please let me know if this issue is still happening for you in Minecraft 1.21.6. If you reply, the ticket will automatically reopen and I’ll be happy to take another look.
So maybe try crafting it again or restarting minecraft
