enchantig table does not work on my 25w19a multiplayer server

as soon as i try to enchant something the book does not open and i can not enchant

This is definitely a misinterpretation. Spells appear even if you have no experience. This is a bug and is temporary. Just save your world and re-enter.

I cannot reproduce this issue. Please ensure you do not have any datapacks enabled, which may alter which enchantments are registered.
