I am on Java edition, latest version. I play on my new HP laptop. This occurred in my brand new world, the first time playing Minecraft on this pc. I am not running any mods. This is on a new first player survival world. My right click action works on everything else as far as I can tell. Placing blocks, opening chests, etc. But when I hold food in my hand and am hungry, I right click and it behaves as if I left clicked, using the food item to hit instead. I checked my key binds and everything was normal. It almost behaves as if I am not hungry, but I am. Doing some research, I thought it might be lag. I held down the right click action for about a minute, but nothing happened. I tried changing the key bind and changing it back, restarting, changing settings to optimize performance, but nothing helped. As far as I can tell, there are no other issues besides the inability to eat.
[EDIT] I recorded this video and its slightly different than before. It doesn’t do anything most of the time but only once in a while hits with the food instead of eating. This sometimes happened if I held down right click for a little bit longer. And if I rapidly right click, it almost seems as if it starts the motion to start eating but doesn’t.

it might be a mouse setting or keybinding issue
