Sugar cane can be placed underwater if one of the blocks to the side of the ground beneath it is water

The bug

If water is to the side of the block underneath where the sugar cane is going to be placed, said sugar cane will completely ignore the water around it and get placed down. It functions completely normally, even growing, but can sometimes break if you place more sugar cane around it or break sugar cane around it. It does not work if there is no water block surrounding the ground block the sugar cane is on, just like it always acts.

Steps to reproduce

  1. Join a Singleplayer or Multiplayer world

  2. Get some sugar cane and place it in a body of water next to an edge, sort of as if it were in air.

Observed behavior

The sugar cane will be placed even though there is water surrounding it.

Expected behavior

The sugar cane would not be able to be placed as it is underwater.

Can reproduce in 1.20.1
So I suppose this is not an actual bug
