Zombified piglins can still spawn due to nether portal random ticking in a non-player loaded chunk. This can mess with chunk loaders or cause zombified piglins to pile up in the overworld’s loaded chunks. I don’t think zombified piglins should not spawn in portals if it is not loaded by a player. After all, the patch notes does mention mob spawning should only occur in an 8-chunk radius around the player, but zombified piglin portal spawning seems to be a loophole.
To reproduce: Make a giant nether portal in the overworld and link it to the nether. You can build a machine on the nether side that tosses an item through every 10 seconds. After a while, go back to the overworld, and you might see some zombified piglins.
