Heads, beds, and doors can't be placed where there is thin snow

I was trying to put a head item on snowy ground but unfortunately the head item can't destroy the snow slab on the ground automatically!
If i try to put a head item on side of block that near to the snow it will work perfectly and destroy the snow slab automatically, but else it's don't work!

What I expected to happen was...:
When i put a head item on snowy ground it will destroy the snow slab automatically and be puted on the ground.

What actually happened was...:
I was trying to put a head item on snowy ground but nothing was happened!

Steps to Reproduce:
1.Try to put a head item on snow slab. (not a block!)
2.Realize that you can't do it!
