Skeleton horse tamed but can't control

I’ve triggered the skeleton trap twice. Both times I kill the skeletons riding the horses but I can’t control any of them. They don’t buck me off, I never see the red hearts of training, but I can open my inventory, mount, dismount, etc., but I can’t control the horse at all. I thought skeleton horses were trainable.
