[MC-299137] An error in the position of snowflakes when looking up.

This bug can be reproduced. 1. We are waiting for the night and the snowstorm in the winter biome. 2. We look up. Expected result: Snowflakes all over the chunk Actual result: Snowflakes on the edges of the chunk
