Going into Nether or Unexplored Areas of the World doesn't load chunks until your 1 block away.

Chunk loading error when entering into Nether or unexplorer area

What I expected to happen was...:
I thought it should load chunks in the radius of the player wherever I walk.

What actually happened was...:
Chunk loading doesnt respond till your 1 or 2 blocks away from unloaded area and this only loads an small area, making it hard to see where your going.

Steps to Reproduce:
1. Entering nether from overworld or entering unexplored overworld area
2. This causes chunk loading problems
