Sugar canes can be spawned underwater under a boat

It only affects 1.21.6 to my knowledge, but, when in a specific angle, sugar canes can be spawn beneath a boat on the water.
How to reproduce:
1. Get a boat, sugar cane and be in a surface with water and sand underneath
2. Try to get the boat a bit in the middle of 4 blocks (might be a bit hard, but its possible)
3. Place the sugar cane under the boat
