[MC-299321] Boats on ice lose their momentum when falling down

when riding a boat over ice, falling off a ledge will now decrease all of your momentum which makes traveling with one slower and also ruins builds that use boats on ice for transport

Can you still reproduce this issue in the latest version? If so, please provide a video showcasing the difference between the latest snapshot, and the last known version where the behavior worked as expected.
