NoGravity tag does not affect moving turtles

When a turtle attempts to move, the NoGravity:true tag won’t affect it and the turtle starts falling.

To reproduce:

1. Spawn a turtle with command /summon minecraft:turtle ~ ~ ~ {NoGravity:true}

2. Hold seagrass to attract it

3. The turtle starts falling
