When a minecart is moving on a track completely made of powered rails, and a villager is standing on that track, the minecart is only able to pick up the villager if it is standing specific numbers of blocks away from the end of the track on which the minecart started. Otherwise, the minecart collides with the villager and stops.
To reproduce:
Set up a track of powered rails, and a lever to turn them on.
Without turning on the powered rails, place a minecart at one end of the track.
Trap a villager on the track N blocks away from the minecart by surrounding it with blocks at its head height. (N can be 2, 4, 6, or 8 in a north-south track, and 2, 4, 5, 6, or 8 on an east-west track)
For the block, I used glass.
Turn on the powered rails.
Minecart stops instead of picking up villager.
Repeat steps 3 through 5, where N is one of the number not listed in step 3.
Minecart correctly picks up villager.
I did my testing in multiple locations in a creative flat world with the “Redstone ready” preset, with N being between 1 and 8.
