Attack cooldown bar stays full after shearing, but damage is still reduced

Steps to reproduce:

1. Equip shears and shear a sheep.

2. Immediately switch to a sword.

3. Attack a mob (or test dummy, etc.).

Observed Result:
The attack cooldown bar appears to remain full (it doesn't move or reset), but the attack damage is low — as if there was an invisible cooldown.

Expected Result:
The cooldown bar should reset after shearing if it affects the attack cooldown, or weapon damage should be full if the bar is full.

Notes:
I recorded a video showing the issue and attached it to this report.

This causes confusion in combat situations, as the UI does not match the actual damage output after using shears.
