Mob caps are calculated using render distance instead of simulation distance

Mobcaps for hostiles and creatures (I only tested those two) are being calculated by render distance, not simulation distance. Thus, using a data get command will work much farther out than intended when the entity should be unloaded, and the creatures mob cap is likely to have inflated numbers.
