Highlight effect on empty slots

1. Adding a texture to a GUI

2. Apply the texture to the Menu/GUI

3. Add only a few items that represent some options (in this case there are 9)

4. The other slots remain empty (they are items)

Result:

In 1.21.7 and 1.21.8 when you hover over an empty slot the slot highlights, causing poor menu vision

Expectation:

When hovering over an empty slot in a GUI, the slots do not highlight like in previous versions.
