The Bug:
Copper golems cannot convert into statues while underwater.
Despite copper golem statues being waterloggable, copper golems cannot convert into copper golem statues underwater.
Steps to Reproduce:
Summon multiple copper golems in water that will weather soon by using the command provided below.
/summon minecraft:copper_golem ~ ~ ~ {weather_state:3,next_weather_age:1L}Wait for a bit and observe the copper golems.
Observed Behavior:
Copper golems cannot convert into statues while underwater.
Expected Behavior:
Copper golems would be able to convert into statues while underwater.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
