Unpausing the game using F3 + Esc toggles debug menu when F3 is unpressed

Steps to reproduce:

1. Enter a singleplayer world

2. Press f3 + esc to pause the game

3. Press f3 + esc again to unpause the game

Result: When you unpress f3 the second time, the debug menu opens or closes

This doesn’t happen with other things like f3 + g for chunk borders and f3 + b for hitboxes.
